Missing Twins Case Puzzles Authorities: Mother’s Conflicting Stories Baffle Investigators

In a case of alarming proportions, Patricia Fowler, a mother whose twins have been missing for over a decade and remain untraceable, has been ordered to undergo a mental health evaluation and to have no contact with children while facing criminal charges. The preliminary hearing for Fowler, who is facing charges for child endangerment and obstructing a child welfare investigation, has been postponed. The District Judge ruled that Fowler would remain free until her next hearing on October 31. The missing twins, Ivon and Inisha Fowler, would be approximately 17 years old now, according to police reports.

Fowler’s son, Datwon, 18, is charged with posing as one of the twins and sending a text to the police, falsely claiming that they were safe. He is also awaiting a preliminary hearing. Police said that they visited Fowler’s residence in Penn Hills in June 2022 after receiving a request from the Allegheny County Office of Children, Youth and Families, and removed four children. However, on July 6, the agency called the police again to report that there should have been six children at the house.

Patricia Fowler has given different accounts of the whereabouts of her children, but none of them have been verified. She claimed to have sold the twins for $2,000 each, but she retracted the statement after learning it was illegal. The police have interviewed other relatives and the twins’ father, who said that Patricia had told him the children were living with an aunt in South Carolina. The National Center for Missing and Exploited Children was also contacted, and police records were checked in Pennsylvania and other states, but there was no record of the children ever being enrolled in school.

When police questioned Fowler, she told them that she had met a man named Mike at a bar in Homestead, who introduced her to a woman named Barbara several years ago. Fowler claimed that Barbara had bought the twins after meeting them several times at her home. The police later found out that the woman had no idea who Patricia Fowler was or about the twins.

According to Penn Hills Police Chief Howard Burton, Fowler’s children were being monitored by the authorities because she was “in violation of what CYF had told her to do.” But he was not permitted to divulge any more information regarding the children or the missing twins.

Burton also mentioned that if Ivon is found, there is a possible identifier in the form of a scarring from a burn he received when he was two. Fowler claims that the burns were caused by a bathtub, but she was never charged in connection with the incident. The FBI has been roped in to aid in the search for the missing twins.
